A Belgian telegraph.

A telegraph sends the captain's commands, about the speed and direction of the engine, to the engine room. So it is not a throttle but a kind of intercom to the noisy engine room. There, next to the engine, there is a similar device against the wall. The operator hears a loud chime if the speed or direction of the engine has to change.
